The Monaco Hydrogen Alliance (MHA) proudly participated in the historic Blue Economy & Finance Forum (BEFF), a special event of the 2025 United Nations Ocean Conference. MHA President John Rossant and Director of Research Dr. Riccardo Mastini unveiled the white paper, “Waves of Change: The Future of Hydrogen Mobility in Coastal Areas,” to a standing room-only audience at the BEFF, alongside Philippe Tabarot, France’s Transport Minister.
The white paper, developed over the past year by the MHA’s International Taskforce on Hydrogen Mobility in Coastal Areas (ITHCA), outlines a collaborative roadmap to address industry challenges and accelerate the adoption of hydrogen-powered solutions across coastal and port ecosystems. Key policy recommendations include forming an industry-wide coalition to standardize hydrogen propulsion components and offering incentives for the use of pre-certified parts to lower costs and ease compliance. Additionally, a unified international risk-assessment framework and early adoption of upcoming IMO guidelines by flag States will help ensure regulatory alignment and smooth the transition to global standards.

Taskforce members Phil Sharp (Genevos), Andrea Minerdo (NatPower H), and Charles Boulanger (INOCEL) shared their expertise during the presentation, offering valuable insights into advancing hydrogen-powered small vessels.
